Airtel partners with banks to provide mobile money on ATMs

As telecoms continue to explore avenues to beat competition in both customer numbers and revenue volumes, the battle has been shifted to innovative mobile money services.

Following Warid’s December launch of its mobile money platform, Airtel yesterday launched its mobile money service that will allow subscribers to transact using Automated Teller Machines (ATMs).

The telecom partnered with banks including Standard Chartered, Post Bank, KCB, Diamond Trust Centenary Bank among others.

Airtel customers will also be able to pay bills, access their bank accounts and withdraw Airtel money across all interswitch ATMs country-wide.

Information and Communications Technology state minister Nyombi Tembo, however, urged telecoms to put in place robust measures to ensure that the risks associated with money transfer are mitigated.

Uganda Communications Commission (UCC) to streamline bulk messaging codes

The communications regulator is putting in place new standards to ensure proper usage of short messaging codes. Short codes are those issued to firms which are involved in operations of bulk text messaging.

These massages could be from communication companies or private companies that use the services of the telecoms as platforms to send out bulk messages to clients.

Mr Fred Otunnu, the Uganda Communications Commission publicist, said the exercise is in line with the regulator’s need to streamline the bulk messaging process.

The move comes on the back of several complaints from telecom subscribers who often receive unwanted messages that have become an irritant.

Uganda mobile phone subscribers to register sim cards by March


You will not be able to use your sim card to make or receive any phone calls as well as text messages if your card is not registered by 2013. Uganda Communications Commission passed the order on Monday in a statement issued to Daily Monitor in which they announced a sim card registration exercise for all nationals set to begin March 1, next year.

The exercise seeks to check the use of mobile phone numbers for illegal activities, phone theft, unsolicited/hate and threat messages among others. “Failure to register is breach of the law and the service provider shall not provide any communication service to whoever fails or refuses to register,” UCC Manager communications Fred Otunnu said in a phone interview. He said that all unregistered sim cards will be deactivated by the start of 2013; a year after the registration process is complete.

ICT minister asks universities to engage in transformation

MINISTER of information and communications technology, Dr. Ruhakana Rugunda has asked universities to engage in transformation which will help in solving national social-economic problems.

While launching research agenda at Makerere School of Computing and Information Technology recently, Dr. Rugunda said government had partnered with universities to deal with the challenges of improving the quality of Uganda’s population in terms of livelihoods and economic activities.

He however added that research and development projects in institutions of higher learning were carried out on a small-scale due to limited funds.

“Government is planning to mobilize funds for selected universities,” he explained.

“It will encourage industries to set up centres at university level to focus on joint projects,establish IT parks and incubators equipped with modern facilities to provide one stop shops for researchers and investors in the IT industry.”

Government recognized the four research groups of Makerere University for their efforts towards solving the social and economic challenges.

Government has signed an agreement with Microsoft and UNIDO to establish two innovation centres in Uganda

The Government has signed an agreement with computer giant, Microsoft Corporation and the United Nations Industrial Development Organisation (UNIDO) for the establishment of two innovation centres in Uganda.
Under the programme, students will develop specialised software applications, which will be sold and used globally.
According to the agreement signed at the information and communications technology ministry in Kampala recently, Microsoft will provide training, technology and technical support to the two centres based at Makerere University and at the Uganda Green Computer Company in Kampala.

Microsoft will also link the centres to Microsoft innovation centres worldwide for skills transfer and advise on policy.
Two other computer firms, Dell and Hewlett Packard will supply hardware, software and specialised fittings for the centres.
Speaking at the signing ceremony, ICT minister Dr. Ruhakana Rugunda said the centres would create jobs and address the country’s development challenges.
